Q: The pointer moves all over the screen making it extremely difficult to control it and perform any work on the notebook.
It does not however happen all the time, just at random occasions. Restarting the notebook normally helps but it will reoccur over time.
A: Is this using the laptop's track point/touchpad or an external mouse? If you have installed an external mouse, try disconnecting it. Did you install any software for an external mouse? If so, try un-installing the external mouse's software let Windows install the basic mouse driver.

You could also try the newest version of Synaptics' drivers, but it's best to use the HP "qualified" drivers as they're tested to work with your laptop. But, if you want to give it a try:
Finally, try adjusting the pointer sensitivity in the Mouse control panel in Windows. There are also adjustments in the Synaptics section of the mouse control panel for surface sensitivity, pressure, palm-check, and more. In other words, there's a lot of "fine tuning" that can be done.
