1) Fan speed is controlled according to CPU temperature.
It’s unfeasible to control fan rotation speed unilaterally. It’s likely that there’s too much dust around your fan, so you could hear strong fan noise. It’s OK, no big deal. You could use test software “Everest”, which could supervise the temperature of CPU, hard disk, aux, graphic processor and so on. It could represent all the information about computer, as long as the CPU temperature is below 70 degrees. Whereas, fan’s speed could accelerate from 0 r/m to 3000 r/m.
